Is the Royal Mail being sabotaged?

The decision by Royal Mail management to recruit an additional 30,000 staff in the run-up to Christmas is wrong in so many ways.
It's probably illegal.
It will do nothing to placate angry staff.
An army of temps will make the service even worse.
It's almost like the Royal Mail is being deliberately run down.
Can anything else explain these measures?
